Mytilene Δημαρχείον — Μητρώο Αρρένων re-issuance — page 1 of 1

A formal re-issuance from the Mytilene Δημαρχείον (Municipal Hall) of Constantine’s entry in the Μητρώο Αρρένων (Male Register) of the Municipality of Mytilene — the standard Greek civil register from which military service obligations and citizenship documentation flow. Document No. 5031 (registry index 2203), dated August 24, 1957, signed by registrar Ζοοζάς (“Zoozás”).

What the re-issuance records

  • Constantine Lazarou Yannopoulos entered in the Mytilene Μητρώο Αρρένων at folio 35, line 30
  • Born June 19, 1916 (note: clerical re-typing drift from the 1923 baptismal certificate’s June 15, 1916; not a substantive correction)
  • Registered as a refugee per the 1923 Greek Legislative Decree governing Asia Minor refugee re-registration
  • Father: Λάζαρος Γιαννόπουλος
  • Issued August 24, 1957 at Mytilene

Why this document matters

This is the operative Greek-state civil register entry for Constantine. The Mytilene Μητρώο Αρρένων folio 35 is the line in the Greek male register that holds his identity as a Greek citizen — the document from which:

  • Greek military service obligation flows
  • Greek passport eligibility flows
  • Greek citizenship certifications flow
  • All downstream Greek-state recognitions flow

The 1957 re-issuance is dated nine years after Constantine’s 1948 US naturalization completed and twelve years after he was discharged from the US Army Medical Corps — meaning he was still a registered Greek citizen at the Mytilene municipal level in 1957, despite living in the US since 1924.

The 1955 deletion question

The Mytilene Μητρώο Αρρένων folio 35 entry was deleted in 1955 under Nomarchy of Lesvos Decision No. 8952 — per the 1978 US Embassy Athens letter to Constantine in Santo Domingo. The deletion was the standard administrative consequence for Greek citizens long-absent from Greece who had not fulfilled their military service obligation.

However, this 1957 re-issuance — dated TWO YEARS AFTER the 1955 deletion — proves the registry entry was still being acknowledged and documented by the Mytilene Municipality in 1957. Either:

  1. The 1955 deletion was administrative-only and the registry entry physically remained, available for re-issuance on request; or
  2. The 1955 deletion was reversed or the register was reconstructed, restoring Constantine to active status by 1957; or
  3. The 1957 re-issuance documented the pre-deletion entry from the 1955 Nomarchy decision’s predecessor records.

In any reading, the 1957 re-issuance is documentary proof that the Mytilene municipality acknowledged Constantine’s Greek civil identity in writing nine years AFTER the 1955 deletion — useful evidence for the Greek-citizenship filing when arguing that the chain of descent for Peter (born October 14, 1943, twelve years BEFORE the 1955 deletion) remains intact.
